NEWS

1.

Property Management and Valuation Department is in the the process of making amendments to the Valuation List as provided under Section 144, Local Government Act 1976 for the July 1st, 2012 assessment.

 

Valuation List Amendment Notice Statements will be sent to owners involved. Any owner who is not satisfied may submit a written objection to the address stated in the notice at least 10 days before the 6th of June 2012, which is the 25th of May 2012.

 

Owners who object in the specified period will be called to the Assessment Tax Objection Hearing Meeting on the 6th of June 2012 to be heard. The time will be announced later in the Hearing Notice Letter.

Reservation of Perdana Hall, Keramat Mall

 

The Perdana Hall located in the Keramat Mall Shopping Complex consists of a Food Court, Wet Market and Locked Stalls. The hall was built for functions such as dinners and weddings.

 

The fully air-conditioned hall is equipped with a VIP room, two dressing rooms (men’s and ladies’), food preparation space, banquet chairs and round tables. It can accommodate up to 1,000 guests at the main floor and gallery.

 

The hall is also equipped with a public address system (PA System) and a stage that can be adapted to suit the occasion.

 

There are also 256 parking lots in the complex and transport facilities such as taxi stops and LRT station that are directly linked to a pedestrian bridge to the Keramat Mall Shopping Complex.

 

The Keramat Mall Shopping Complex is equipped with closed circuit cameras (CCTVs) at strategic locations for maximum security control.

 

Rental Rates for the Perdana Hall are as follows:

   
 

RM3,000.00 for Perdana Hall (air conditioned), Gallery, Stage, PA system, 50 tables and 500 chairs. (Minimum 8 hours).

 

Additional table with 10 chairs - RM60.00/table

 

Additional rental time - RM150.00 per hour

 

Using catering service provided by DBKL.

   
 

Other conditions of rental:

 

a. Renter must pay a deposit of RM1,000.00 (refundable) during application.

 

b. Renter/caterer must clear away all rubbish before the expiry of rental.

CLIENT CHARTER

A. Customers of the Public

1.

Amend the Valuation List for properties allowed under Section 14 of the Local Government Act of 1976, such as new buildings, additions or renovations, and demolition 4 times every year on January 1st, April 1st, July 1st and October 1st. The Valuation List amendments for new buildings will go into effect 6 months after the release date of the Temporary Certificate of Fitness (TCF), Certificate of Fitness (CF), Certificate of Completion and Compliance (CCF) or Form F.

2.

Issue a Notice to property owners about Annual Value amendments at least 30 days before the objections hearing date.

3.

Issue a Objection Hearing Notice Letter to property owners who have submitted in writing, objections towards the Annual Value amendments at least 3 days before the hearing date.

4.

Issue the results of the tax assessment objections hearing within 21 days of the hearing date.
5. Issue the results of the application for exemption or reduction of tax assessment, according to Section 134 and 135 of the Local Government Act of 1976, within 7 working days of the approval date received from the Ministry of Federal Territories.
6. Submitting an application for subdivision for the procurement of strata title building on City Hall’s flats which was sold within six months from the date of the title remains in the boundaries of acceptable management body.
7. Issue building rental application results, that are managed by the department, within 21 working days from the receipt date of a completed application.
8. Explain annual land tax payments for properties owned by the Mayor of Kuala Lumpur before 31st May every year.
9. Information on possession of property within 14 working days from the receipt date of a completed application.
10. Offer efficient counter service that ensures that customers do not have to wait longer than 15 minutes during normal hours and 30 minutes during peak hours.
11.

Issue Certificate of Formation of Joint Management Body within 14 working days from the receipt date of a completed application.

12.

To ensure Joint Management Body establish not later than twelve months from the date of delivery of vacant possession of the parcels to purchasers.

   
B.

Internal Customers

   
1.

Inform the Department of Finance that the Valuation List amendments were completed before January 1st, April 1st, July 1st and October 1st of each year.

2.

Issue separate Annual Values for the purpose of vacancy allowances within 14 working days from the date a completed application is received from the Department of Finance.

3.

Valuate properties owned by the Mayor of Kuala Lumpur for the purpose of Fire Insurance, rental and sale within 39 working days from the receipt date of a completed application.

4.

Prepare assessment reports for the purpose of development charges within 7 working days from the receipt date of a completed application.

5. Prepare assessment reports for the purpose of reclaiming the lands of the Mayor of Kuala Lumpur within 30 days of the hearing at the Department of Land and Mines, Federal Territory.
6. Confirm the status of land within 7 working days from the receipt date of a completed application.
7. Manage private building rentals for the departments at City Hall within 21 days of the receipt date of a completed application.
8. Submit land applications for the purposes of ownership, reserves or toll within 21 working days from the receipt date of a completed application.
9. Extend the list of holdings of which Tax Assessment exemptions or reductions have been granted, according to Section 134 and 135 of the Local Government Act of 1976, to related departments at the City Hall of Kuala Lumpur within 7 working days of the receipt of approval from the Federal Territory Minister.
