Department Background

The Integrity Unit was originally a function under the Human Resource Management Department, responsible for managing integrity and disciplinary matters of DBKL officers and staff.

However, in line with the government's decision, the DBKL Integrity Department was officially established on 1st August 2015 and placed under the supervision of the Office of the Mayor of Kuala Lumpur. This was to serve as the focal point for managing integrity-related issues within DBKL.

This department is responsible for monitoring compliance with laws, policies, and guidelines related to the discipline management of officers and staff to strengthen DBKL’s integrity. Additionally, its officers are tasked with conducting intelligence and investigations on misconduct complaints that are non-criminal in nature involving DBKL officers and staff.

Vision

Strengthening the level of integrity and transparent accountability among DBKL personnel towards excellent governance.

Implementing effective integrity management functions based on best practices.

Objective

To develop DBKL officers and staff with integrity towards an excellent work culture by instilling moral values to prevent breaches of conduct and organizational ethics.

Functions

Plan, coordinate, and implement awareness programs, training, seminars, and education to enhance noble values, ethics, and integrity.
Establish cooperation networks with departments within the organization and external agencies to develop integrity enhancement programs.
Review, supervise, and coordinate the improvement of DBKL policies, systems, and procedures to ensure good governance.
Serve as the Secretariat for the Anti-Corruption Committee (JAR) meetings.
Plan and implement the DBKL Integrity Day celebration.
Supervise and review the organization’s compliance with policies, laws, systems, and work procedures in force and recommend improvements.
Conduct detection and verification of breaches of organizational conduct and ethics.
Report criminal cases to the responsible enforcement agencies.
Conduct preliminary internal investigations to determine cases of misconduct and ethical violations.
Assist in expediting disciplinary proceedings by obtaining relevant statements and supporting documents.
Manage and filter information/complaints regarding misconduct and disciplinary violations within DBKL.
Distribute and monitor administrative-related complaints for internal DBKL action.
Manage and take punitive actions on case reports from the Malaysian Anti-Corruption Commission (SPRM).
Monitor and ensure compliance with the DBKL Officers (Conduct & Discipline) Rules 1989 and the DBKL Enforcement Officers (Conduct & Discipline) Rules 1992.
Act as the Secretariat for the DBKL Independent Disciplinary Board and Appeals.
Monitor and guide departments in carrying out the Secretariat functions for the Departmental Disciplinary Board.
Manage the administration, finance, assets, and human resources of the department.
Coordinate the department’s Annual Report.
Serve as the Secretariat for the department’s Quality Management System (QMS), ISO, Star Rating, safety, OSHA, EKSA, and other related programs.

Integrity Department

1. What types of complaints and investigations can be processed by the Integrity Department?

This department processes and conducts investigations related to misconduct of DBKL officers and staff who hold contract and permanent positions from various Positions and Grades.

2. What methods are used to make complaints about staff misconduct?

There are several methods accepted and processed by the Department, namely:
a. By telephone call to 03-2028 2464 during office hours (Monday to Friday, 8.00 am to 5.00 pm).
b. Send a letter to the Director of the Integrity Department, Level 6, DBKL Tower 2, Jalan Raja Laut, 50350 Kuala Lumpur.
c. Send an email to jit[at]dbkl[dot]gov[dot]my.
d. Come in person to meet with an officer at the DBKL Integrity Department.

3. What types of integrity strengthening programs are held?

There are several programs that have been planned throughout the year according to the suitability and needs of DBKL officers and staff, such as talk programs, visits to agencies, integrity enhancement courses, and others involving DBKL internal departments as well as external agencies.
