Enforcement Department

1. What actions can the Enforcement Department take if a vehicle commits a traffic offense?

The vehicle may be issued a compound notice or towed.

2. What are the consequences if the compound notice is not settled?

If it exceeds 14 days, a reminder notice will be issued, and if the payment is still not settled, legal action will be taken by filing the case in the Magistrate's Court.

3. What should I do if I receive a traffic compound notice?

Please make the payment within 14 days at any nearby DBKL payment counter.

4. What can I do if I am dissatisfied with the compound action taken?

Please refer to the Public Complaints Unit, Enforcement Department at 03-4026 7200 or the DBKL call center at 1 800 88 3255.

5. Where should I go if my motorcycle or vehicle is towed by the Enforcement Department?

Please refer to the Unit Pengurusan Sitaan dan Tunda (Kenderaan Ditunda), Enforcement Department, Kuala Lumpur City Hall, Lot 456 (Next to Sri Terengganu Public Housing), Jalan Sentul, Sentul Selatan, 51000 Kuala Lumpur, or WhatsApp to 013-6663255.

6. What actions can be taken against hawkers or small traders who do not have a valid license from the Mayor of Kuala Lumpur?

Compound and seizure actions can be taken against such hawkers or traders.

7. If the goods of hawkers or traders are seized, where are the goods stored, and where can claims be made?

At the Unit Pengurusan Sitaan dan Tunda, Enforcement Department, Jalan Lombong, Cheras, or call 03-9282 2554.

8. Can business premises place items related to their trade on the sidewalk, pedestrian walkway, or road?

No, and compound action can be taken.

9. What action will be taken if a business premises is found placing items on the sidewalk, pedestrian walkway, or road shoulder?

Actions such as issuing a Compound Notice and removing (seizing) the items can be taken.

10. Where are the removed or seized items stored?

At the Unit Pengurusan Sitaan dan Tunda, Enforcement Department, Jalan Lombong, Cheras.

11. What payments are required to claim seized or removed items?

You need to pay the removal/seizure fee, storage fee, and compound payment.

12. What should I do when I receive a warning/notice or demolition order?

Read and understand the instructions in the notice, then stop the activity/offense or demolish any structure that violates the regulations yourself.

13. What are the consequences if the notice is ignored?

DBKL will take action according to the instructions in the notice.

14. Can someone claim any compensation if items are removed/seized or structures (squatters) are demolished?

Not eligible.

15. How long is the period given to retrieve a towed vehicle?

Within 3 months from the date the vehicle was towed.

16. What are the consequences if the vehicle is not claimed within 3 months from the date it was towed?

The vehicle will be gazetted or a court order will be issued, and it will subsequently be disposed of through public auction or other appropriate means.

17. What should be done if a compound notice is issued for failing to pay/display a parking ticket when the electronic parking meter is faulty?

You should refer to the Summons Processing Unit at Level 2, Block A, Enforcement Department, Jalan Tun Razak and fill out a faulty meter complaint form. A verification check will be conducted with the Department of Civil Engineering and Urban Transport to confirm the meter's status. The complainant must provide the serial number or identification of the electronic meter.

18. Can traffic offenses under the Road Transport Act 1987 and the Road Traffic Rules 1959 be appealed?

No, these offenses cannot be appealed, and the fines are standardized across DBKL, PDRM, and JPJ.

Planning Enforcement

1. What types of offenses involve planning enforcement actions?

Types of planning offenses are as listed under Section 20(2) of the Federal Territory (Planning) Act, Act 267. Among these offenses are:

  • Changing the use of land/building without planning approval

  • Erecting a structure without planning approval

  • Continuing activities after the planning approval has expired

  • Carrying out development that violates the conditions of planning approval

2. What forms of planning enforcement actions can DBKL take?

Planning enforcement actions can be carried out in the following ways:

  • Conducting demolition/removal actions in accordance with the provisions of Section 29 of the Federal Territory (Planning) Act, Act 267

  • Filing a court complaint to obtain an action order in accordance with the provisions of Section 29 of the Federal Territory (Planning) Act, Act 267

  • Imposing a maximum compound fine of RM50,000.00 and a daily fine of RM500.00 for continuous offenses in accordance with the provisions of Section 26 of the Federal Territory (Planning) Act, Act 267

For the purpose of carrying out planning enforcement actions, a notice will first be issued to the Notice Recipient (Orang Kena Notis, OKN) to inform them of the offense committed.
