Background of the Department

15th September 1969 – The Demolition Squad was established, consisting of 1 officer with the rank of Inspector and 8 members. This squad was tasked with demolishing squatter settlements built on government land in Kuala Lumpur.

1970 – The Capital Commission appointed 48 former Police and Military personnel as the Kuala Lumpur Enforcement Team. The duties and responsibilities of this team were to control the growth of new squatters and unlicensed street vendors around the capital.

1974 – In line with the declaration of Kuala Lumpur as a city, the Enforcement Team was declared as the Kuala Lumpur City Hall Enforcement Team and placed under the Administration Department. The team was stationed at Jalan San Peng.

1975 – Following advice from the World Bank, the Traffic Warden Unit was established with 40 members to enforce laws under the Road Traffic Ordinance 1958, covering both stationary and moving traffic offenses.

1976 – The Traffic Warden Unit was placed under the Traffic Management Department.

1978 – The Housing Enforcement Unit was established with 100 members and placed under the Ministry of the Federal Territories, supervised by the Kuala Lumpur City Hall Development Coordination Unit. This unit was responsible for taking action against squatters.

31st December 1981 – The Traffic Warden Unit was dissolved.

1st January 1982 – The Special Enforcement Unit, consisting of former Traffic Wardens, was established to enforce laws related to obstruction and pollution in public places and public roads. This unit was placed under the City Hall Administration.

2nd August 1982 – The First Female Enforcement Officers were recruited: A total of 39 women were appointed, 19 assigned to the Special Enforcement Unit and 20 to the Street Vendor Control and Safety Unit.

15th July 1983 – The Housing Enforcement Unit, Street Vendor Enforcement Unit, and Special Enforcement Unit were merged to form a department known as the Enforcement Directorate.

14th February 1985 – The Band Unit was established.

1st February 1989 – The Horse Riding Unit was established.

1st February 1992 – The Rescue Squad was established.

15th May 2006 – The name of the Enforcement Directorate was changed to the Safety and Enforcement Department.

1st July 2011 – In line with the restructuring of the DBKL organization, the name of the Safety and Enforcement Department was changed to the Enforcement Department.

9th October 2013 – The Cycling Unit was established.

Objectives

To ensure that the policies of the Kuala Lumpur City Hall (DBKL) are fully achieved through enforcement actions.
To drive the Kuala Lumpur community to become more responsible and have civic awareness towards environmental quality, safety, comfort, and harmony.
To ensure that the service delivery system has more integrity through enforcement actions in line with the Department's MISSION.

Main Functions of the Enforcement Department

1. Enforcement of By-Laws

Ensure that the public, traders, and premises owners comply with the prescribed by-laws,
Examples of by-laws: business licenses, prohibition of illegal advertisements, prohibition of illegal parking, and so on.

2. Enforcement Actions

Issuing compounds or summonses against individuals or parties who violate regulations.
Seizing goods or premises that do not comply with regulations.
Carrying out integrated operations with other agencies (for example: PDRM, JPJ, Immigration).

3. Patrolling and Area Monitoring

Patrolling public hotspots, business areas, and strategic locations to ensure there are no illegal activities or violations of regulations.

4. Special Operations

Integrated operations on unlicensed hawkers, illegal advertisement placements, vehicle owners who park their vehicles carelessly, and others.

Other Functions

To control and enforce actions on traffic offenses, electronic parking, unauthorized car guards, non-compliance with pedestrian bridges, and obstruction/traffic signal violations.
To control and enforce actions on public cleanliness offenses in public places, public roads, construction sites, and DBKL public housing areas.
To control and enforce actions on obstruction offenses in public places and public roads.
To control and enforce actions on street vending offenses, including licensed vendors, unlicensed vendors, foreign vendors, and unauthorized business structure construction.
To take physical enforcement actions on unauthorized advertisements, unlicensed premises, unlicensed activities, and traffic signal violations.
To control and enforce actions on vandalism and unauthorized advertising in public places.
To control and enforce actions on vandalism in public parks, Merdeka Square, and DBKL public housing.
To take physical enforcement actions on planning violations and breaches of development order approval conditions.
To take physical enforcement actions on disturbance violations and overtime work in construction.
To provide rescue assistance during disasters and act as the secretariat to the Kuala Lumpur City Hall Disaster Relief Operations Room.
To provide physical security control over the property of the Kuala Lumpur Mayor.

Enforcement Department

1. What actions can the Enforcement Department take if a vehicle commits a traffic offense?

The vehicle may be issued a compound notice or towed.

2. What are the consequences if the compound notice is not settled?

If it exceeds 14 days, a reminder notice will be issued, and if the payment is still not settled, legal action will be taken by filing the case in the Magistrate's Court.

3. What should I do if I receive a traffic compound notice?

Please make the payment within 14 days at any nearby DBKL payment counter.

4. What can I do if I am dissatisfied with the compound action taken?

Please refer to the Public Complaints Unit, Enforcement Department at 03-4026 7200 or the DBKL call center at 1 800 88 3255.

5. Where should I go if my motorcycle or vehicle is towed by the Enforcement Department?

Please refer to the Unit Pengurusan Sitaan dan Tunda (Kenderaan Ditunda), Enforcement Department, Kuala Lumpur City Hall, Lot 456 (Next to Sri Terengganu Public Housing), Jalan Sentul, Sentul Selatan, 51000 Kuala Lumpur, or WhatsApp to 013-6663255.

6. What actions can be taken against hawkers or small traders who do not have a valid license from the Mayor of Kuala Lumpur?

Compound and seizure actions can be taken against such hawkers or traders.

7. If the goods of hawkers or traders are seized, where are the goods stored, and where can claims be made?

At the Unit Pengurusan Sitaan dan Tunda, Enforcement Department, Jalan Lombong, Cheras, or call 03-9282 2554.

8. Can business premises place items related to their trade on the sidewalk, pedestrian walkway, or road?

No, and compound action can be taken.

9. What action will be taken if a business premises is found placing items on the sidewalk, pedestrian walkway, or road shoulder?

Actions such as issuing a Compound Notice and removing (seizing) the items can be taken.

10. Where are the removed or seized items stored?

At the Unit Pengurusan Sitaan dan Tunda, Enforcement Department, Jalan Lombong, Cheras.

11. What payments are required to claim seized or removed items?

You need to pay the removal/seizure fee, storage fee, and compound payment.

12. What should I do when I receive a warning/notice or demolition order?

Read and understand the instructions in the notice, then stop the activity/offense or demolish any structure that violates the regulations yourself.

13. What are the consequences if the notice is ignored?

DBKL will take action according to the instructions in the notice.

14. Can someone claim any compensation if items are removed/seized or structures (squatters) are demolished?

Not eligible.

15. How long is the period given to retrieve a towed vehicle?

Within 3 months from the date the vehicle was towed.

16. What are the consequences if the vehicle is not claimed within 3 months from the date it was towed?

The vehicle will be gazetted or a court order will be issued, and it will subsequently be disposed of through public auction or other appropriate means.

17. What should be done if a compound notice is issued for failing to pay/display a parking ticket when the electronic parking meter is faulty?

You should refer to the Summons Processing Unit at Level 2, Block A, Enforcement Department, Jalan Tun Razak and fill out a faulty meter complaint form. A verification check will be conducted with the Department of Civil Engineering and Urban Transport to confirm the meter's status. The complainant must provide the serial number or identification of the electronic meter.

18. Can traffic offenses under the Road Transport Act 1987 and the Road Traffic Rules 1959 be appealed?

No, these offenses cannot be appealed, and the fines are standardized across DBKL, PDRM, and JPJ.

Planning Enforcement

1. What types of offenses involve planning enforcement actions?

Types of planning offenses are as listed under Section 20(2) of the Federal Territory (Planning) Act, Act 267. Among these offenses are:

Changing the use of land/building without planning approval
Erecting a structure without planning approval
Continuing activities after the planning approval has expired
Carrying out development that violates the conditions of planning approval

2. What forms of planning enforcement actions can DBKL take?

Planning enforcement actions can be carried out in the following ways:

Conducting demolition/removal actions in accordance with the provisions of Section 29 of the Federal Territory (Planning) Act, Act 267
Filing a court complaint to obtain an action order in accordance with the provisions of Section 29 of the Federal Territory (Planning) Act, Act 267
Imposing a maximum compound fine of RM50,000.00 and a daily fine of RM500.00 for continuous offenses in accordance with the provisions of Section 26 of the Federal Territory (Planning) Act, Act 267

For the purpose of carrying out planning enforcement actions, a notice will first be issued to the Notice Recipient (Orang Kena Notis, OKN) to inform them of the offense committed.
