Background of the Department

The Licensing and Business Development Department is a department that functions in the control of businesses involved in the operation, issuance of licenses, and enforcement actions for all business activities and street vendors within the Federal Territory of Kuala Lumpur.

This department issues business premise licenses, advertising, entertainment, street vendors, small traders, private parking, liquor licenses, and various licenses, as well as enforces the laws applied by this department.

Vision

To create a professional and integrity-driven business community to enhance their economic and social levels in alignment with the vision of the Kuala Lumpur City Hall.

Mision

To enhance the capacity and efforts towards creating a professional and disciplined formal and informal business community in order to advance economic development, thereby helping to achieve the vision of the Kuala Lumpur City Hall administration in making Kuala Lumpur a world-class city.

Objectives:

To develop and implement policies, programs for physical development, and human capital that are relevant to the business community and the management of the department.
To process applications and decisions for all types of business licenses according to the procedures.
To enforce compliance with licensing conditions systematically.

Functions:

To process and issue business licenses, including licenses for street vendors and small traders, premises licenses, advertising licenses, entertainment licenses, liquor licenses, and various other licenses.
To enforce compliance with licensing conditions for licenses issued by the Department.
To provide human capital development relevant to the street vendor and small trader community.
To plan for the need and development of uniform, organized, and well-equipped markets and vendor centers to create a more systematic and high-standard small business system.
To collect revenue through license fees, stall rentals, and DBKL's market and vendor center rental.
To propose the formulation and implement licensing policies set by the Kuala Lumpur City Hall Administration.
