Department Background

The Treasurer's Department was established in 1955, and its name was changed to the Finance Department starting in 2003. The function of the Finance Department is to manage the financial affairs of DBKL, which includes revenue collection management, expenditure, budgeting, and the preparation of DBKL's Annual Financial Statements.

Functions

Overall Functions of the Department

The Finance Department’s role is to manage the financial affairs of DBKL, including the management of revenue collection, expenditure, budgeting, and the preparation of DBKL’s Annual Financial Statements, as well as enhancing financial planning and control with higher quality.

The Finance Department also ensures the enforcement of the assessment tax collection in accordance with the provisions of the Local Government Act 1976 on outstanding accounts, and provides financial information on non-tax revenue/non-revenue receipts for enforcement action by the implementing departments.

Functions of the Units/Sections in the Department

Provide a systematic financial system in line with applicable acts, financial procedures, government financial regulations, and generally accepted accounting standards.
Collect DBKL’s revenues.
Provide financial information for the use of all concerned parties.
Prepare the annual budget, prioritizing facilities for taxpayers and citizens.
Manage an efficient and orderly payment system.
Provide internal control systems to ensure financial administration is in line with the acts and regulations applicable to DBKL.
Manage insurance schemes to protect assets.
Be a member of the Implementation Committee for Special Projects and Privatization by DBKL.
